101 seats, distributed among 12 electoral districts.
Parties and independent candidates take part. A party nominates candidates in the districts and also ranks all of them on a national list. Parties must have been entered in the register by Dec 7, 2026.
Personal mandates: any candidate whose votes reach the district’s simple quota (votes cast ÷ seats) is elected.
District mandates: go to parties that won at least 5% of valid votes nationally (the threshold), based on how many times their district vote total reaches the quota.
Compensation mandates: remaining seats are divided nationally among parties over the threshold using a modified d’Hondt method, in which divisors from 2 onwards are raised to the power of 0.9.
Candidates must be Estonian citizens with the right to vote and at least 21 years old.
